Devolved Citizens are victims of Gorilla Grodd's Devolution Units, devices placed throughout the Queensland Boardwalk, as well as further inland. Their master has set out to devolve the citizens of the Little Bohemia district, in Metropolis, and these unfortunates are the most recent additions to Grodd's gorilla army.

Devolved Citizen are those unfortunate Devolving Citizens who finally succumbed to the effects of Gorilla Grodd's Devolution Units before the devices could be destroyed. Now transformed into apes, they are under the mental control of Grodd himself, and attack anyone who would stand against their new master.
