SCU Lieutenants are members of the Special Crimes Unit of the Gotham City Police Department.
Following the release of the Exobytes, the GCPD created the SCU division to utilize the newly-acquired technology. As such, members of the SCU have been enhanced with Exobytes much like the New Heroes and New Villains that run rampant in Gotham City.
