Lieutenant Harlin is an employee of S.T.A.R. Labs that can be found at the Queensland Boardwalk. He is working to help stop Gorilla Grodd's invasion of the Little Bohemia district of the city of Metropolis.

Gorilla Grodd has installed Devolution Units throughout the Queensland Boardwalk as part of an invasion of Metropolis' Little Bohemia district. These devices are powered by fuel cells being transported into the area by Gorilla Technicians, and Lieutenant Harlin has determined that stopping the delivery of this fuel will greatly help those that are currently fighting Grodd's forces.
