Transformed Citizens are victims of the devolution technology of Gorilla Grodd. These citizens of Little Bohemia, a district of the city of Metropolis, have fully transformed into gorillas under Grodd's mental control. Now members of the gorilla army, they fiercely defend the very technology that stripped them of their humanity.

Though innocent victims of Gorilla Grodd's Devolution Units, Transformed Citizens serve their new master as loyal members of his gorilla army. Under Grodd's mental control they defend the Devolution Units that transformed them into apes, but if the devices can be reached the devolution effect can be reversed, and their humanity restored.
