Intent to Sell is started by Detective Brunner or Circuitbreaker Tobias, who is located next to the entrance of Bane's Distribution Center. Villains can also complete this mission and should talk to Circuitbreaker Tobias across the road just north of the entrance.
The GCPD is working to cut off Bane's distribution of Venom. Locate shipping terminals in Bane's Distribution Center and download what info they contain. Then destroy the machines so no more shipments get out.
