The Penguin's Criminal Syndicate is an organized crime syndicate created and run by the Penguin.
Unable to gain public fame and acceptance like his fore-fathers did, largely due to his diminutive and bird-like appearance, Oswald Chesterfield Cobblepot turned to forming a criminal empire to earn the respect he so yearned.

Possessing a fondness for style, the Penguin ensures that members of the syndicate are dressed stylishly in the spirit of the American gangsters of the 1930's.
