- During the year Gotham City was declared a "No Man's Land" by the U.S. Government, members of the Gotham City Police Department, led by James Gordon, remained within the city to help establish order against the other more tyrannical gangs within the city. First establishing their base at the Tricorner district the GCPD eventually expanded their territory to take the southern half of South Gotham.
